DCA Announces Board of Directors

New York, NY – Diamond Council of America (DCA), a charitable non-profit organization that provides quality, affordable distance education and the opportunity to earn professional certifications in diamonds, colored gemstones, and fine jewelry sales, has announced the Board of Directors that went into effect on January 1, 2026, following elections in December. Bobbi L. Avery, Jeffery Bolling, Britney Phillips, and Lindsay Salvo were elected to a two-year term.

“We are thrilled to welcome Bobbi Avery, Jeffery Bolling, Britney Phillips and Lindsay Salvo as new DCA Board Directors. Their knowledge, expertise and passion for DCA and the retail jewelry industry will help us as we modernize and create a larger impact for jewelry sales education. We thank them for serving along with our returning Board members,” says Annie Doresca, DCA President & CEO.

The new Directors nominated for a 2026-2027 term:

Bobbi L. Avery, Ed.D., is a senior executive with a career rooted in transformational leadership and the belief that strong organizations are built through people. She earned her Doctor of Education in Transformational Leadership, which continues to shape her approach to guiding teams, building culture, and aligning HR strategy with organizational success. She currently serves as Vice President of Human Resources at Day’s Jewelers, where she acts as a strategic HR business partner. In this role, she leads initiatives in HR compliance, employee engagement, and organizational development. She is also the architect of Day’s University, a learning and development platform designed to create career pathways, strengthen leadership capacity, and foster a culture of continuous growth.

 

Jeffery B. Bolling is a visionary (CAD) designer, and a respected industry leader with nearly 40 years of experience. His career reflects excellence, education, and innovation in the world of fine jewelry. After serving honorably in the U.S. Army, Jeffery began his jewelry career in 1986 with Cowell and Hubbard Jewelers in Ohio. His natural ability to connect with clients and his creative eye for design quickly distinguished him, paving the way for greater representation and opportunity for African Americans in the industry. He advanced through leadership roles in retail and sales and went on to found Jeffery B. Jewelers in Denver, Colorado—the state’s first African American–owned fine jewelry store. Jeffery has served on the Jewelers of America Board of Directors and currently sits on the Board of the Black in Jewelry Coalition (BIJC).

 

Britney Phillips has almost 20 years of experience in the jewelry industry, where her career began as a seasonal sales associate and evolved into a leadership role with Fred Meyer Jewelers. Since joining the company in 2010, Britney has consistently demonstrated her ability to build and lead high-performing teams, earning a promotion to store manager and later advancing to her current role as Jewelry Training Developer and Senior Trainer.  With a Master of Arts in Teaching from Southern Oregon University, Britney has successfully merged her passions for education and jewelry. Her background in teaching, combined with her retail and sales expertise, gives her a unique and engaging approach to training and development in the jewelry industry, making complex topics accessible for learners at all levels.

 

Lindsay Salvo has more than 15 years of experience in retail operations, capital investment strategies, services, and loyalty.  Lindsay leads transformative initiatives designed to accelerate growth across Signet’s North American Brands, most recently the Kay Jewelers and Peoples Jewelers Brands in the US and Canada. She has a proven record of driving innovation and operational excellence. Recognized for her customer-centric mindset and ability to build strong relationships at every level, she is passionate about elevating both customer and team member experiences. Known for tackling complex challenges with collaboration and purpose, Lindsay has built her career on leading meaningful transformation. She holds a Bachelor of Science degree from Arizona State University.

 

 

The new Directors join the returning Board Members of Jennifer Hammond, Chair; Chuck Kuba, Immediate Past Chair; David Bonaparte, Vice Chair; Julie Keeney, Treasurer; Joe Corey; Mike Blank and Steve Velasquez. Bud Fluty rolled off the Board after 21 years of service.
